I agree though, the end result is roughly the same (even ignoring the "we'll do whatever we want part"). The default should be "no", otherwise it's in practice a mechanism for genAI leeches to keep sucking.

Whoops. Discussion on the github pointed out to me that the CC proposal builds on the IETF proposal, so probably does allow a way to specificy "no training" (via the IETF mechanism). So maybe it isn't actually worse, just equally bad.
