I know that polls reset if you edit the responses -- it was surprising the first time but made sense once I thought about it. But I just saw a poll reset after somebody added a hashtag. Not sure if this is new behavior or what so I figured I'd make a poll and experiment.

Editing the text didn't reset the numbers.

I wasn't able to reproduce the behavior in https://github.com/mastodon/mastodon/issues/24997 (on 4.5.0-alpha 1+glitch, using the web UI) but I wonder if this is what the person with the original problem ran into.

Editing the text didn't reset the numbers.
Adding/removing a hashtag also didn't cause a reset. Editing one of thee responses did. This was the behavior I expected -- but it's still something of a mystery what happened to the other person's poll.
